Can a Murahiq be a Mahram for travelling?

Question
Mufti Saab, my sister and her husband have travelled for Umrah with their children, one of them being a 13 year old Murahiq boy. My other sister who lives in Madinah Munawwarah does not have a Mahram to travel, as she wants to travel back home. Will her 13 year old nephew serve as a Mahram for her? Please advise.

In the Name of Allah, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
A murahiq is defined as someone close to buloogh. A 13-year-old would be a murahiq. It is permissible for a woman to travel with a murahiq as her mahram.[1]
