Question

If a lady has her hair in different lengths (layers)
When coming out of ihram will she have to trim from each layer? Or just the bottom?
Answer
In the Name of Allah, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
It is not permissible for women to cut their hair in layers.[1]
In order to come out of ihram, a woman needs to trim an inch of hair from the ends of the bottom only, not each layer.[2] Trimming more than the required amount is not permissible.
