Question

Answer
In the Name of Allah, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
If one’s principal niyyah and objective is another place and purpose besides Makkah and Umrah, then one may enter Jeddah without the Ihraam. Then if one decides to go to Makkah for Umrah, they may don the Ihraam in Jeddah.[1] On the contrary, if one’s real objective was Umrah, and business in Jeddah was by the way, then one cannot pass the Meeqaat without donning the Ihraam. If one does so, a damm will be necessary unless one goes back to the Meeqaat and dons the Ihraam from there.
Remember, it is Almighty Allah alone who knows what’s in our hearts. One should make an honest decision.
