Question
Salamu alaykum wa rahmatuLlah wa barakaatuh Mufti
I hope you are fine inshaAllah
Is it allowed to an unmarried woman to pluck her eyebrows, and create a new shape of eyebrows, in the hanafi school ? (like in the photo attached, it’s a drawing)
What about a married woman ?

In the Name of Allah, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
In principle, it is not permissible for a woman (married or unmarried) to pluck her eyebrows. This is due to the following hadith:
عَنْ عَبْدِ اللهِ، قَالَ: لَعَنَ اللهُ الْوَاشِمَاتِ وَالْمُسْتَوْشِمَاتِ، وَالنَّامِصَاتِ وَالْمُتَنَمِّصَاتِ، وَالْمُتَفَلِّجَاتِ لِلْحُسْنِ الْمُغَيِّرَاتِ خَلْقَ اللهِ
Translation: “Abdullah ibn Masood Radhiyallahu Anhu reports, Allah curses the woman who plucks hair for others and the one who has that done to her.” (Muslim – 2125)
The plucking of hair in the hadith refers to plucking the eyebrows and thinning them. Accordingly, the drawings attached in your query will not be permissible for all women.
However, if a woman’s (married or unmarried) eyebrows are bushy or abnormal, then she may pluck the extra stray hairs in order to even her eyebrows and make them presentable.[1]
