Qasr when not sure of future travel plans

Question
Aslmww
A person is travelling from Zambia to Johannesburg, which is more than 77km from his hometown. He isn’t sure if he’ll spend 10 days only in Johannesburg then travel to Durban where he’ll spend another 10days and thereafter return home or he might just spend all 20days in Johannesburg and then return home without going to Durban.
Will he make qasr or not?
Answer
In the Name of Allah, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
In principle, if a traveller is not certain of how long he will stay at his initial destination, he shall keep performing qasr salah until he definitively decides.[1]
Once he decides, then if from the date of deciding until the date of departure/return homebound is less than 15 days, he will continue performing qasr. If it is more than 15 days, he will begin performing full salah.
Therefore, since you are uncertain, you shall keep performing Qasr salah in Johannesburg. However, if you decide not to go to Durban, then if from this date of deciding until the date of your return to Lusaka, there are 15 days or more, you will begin performing full salah. If not, then you will perform qasr salah until your return.

وَأَمَّا بَيَانُ مَا يَصِيرُ الْمُسَافِرُ بِهِ مُقِيمًا: فَالْمُسَافِرُ يَصِيرُ مُقِيمًا بِوُجُودِ الْإِقَامَةِ، وَالْإِقَامَةُ تَثْبُتُ بِأَرْبَعَةِ أَشْيَاءَ: أَحَدُهَا: صَرِيحُ نِيَّةِ الْإِقَامَةِ وَهُوَ أَنْ يَنْوِيَ الْإِقَامَةَ خَمْسَةَ عَشَرَ يَوْمًا فِي مَكَان وَاحِدٍ صَالِحٍ لِلْإِقَامَةِ فَلَا بُدَّ مِنْ أَرْبَعَةِ أَشْيَاءَ: نِيَّةُ الْإِقَامَةِ وَنِيَّةُ مُدَّةِ الْإِقَامَةِ، وَاتِّحَادُ الْمَكَانِ، وَصَلَاحِيَتُهُ لِلْإِقَامَةِ.

وفي الفتاوى الغياثية : المسافر إذا دخل مصرا وهو على عزم أنه متى حصل غرضه خرج لا يصير مقيما وإن مكث سنة إلا إذا كان مقصوداً يعلم أنه لا يحصل في أقل من خمسة عشر يوماً فإنه يصير مقيماً وإن لم ينو الإقامة، انتهى

الأمر الثاني: نية الإقامة، وهو أن ينوي إقامة خمسة عشر يوماً في مكان واحد صالح للإقامة، فإذن لا بد من أربعة أشياء:
الشيء الأول : نية الإقامة حتى لو دخل المسافر مصراً ومكث فيه شهراً لانتظار قافلة أو لحاجة أخرى، وهو يقول: أخرج اليوم أو غداً ولم ينو الإقامة لا يصير مقيماً
الشيء الثاني : مدة الإقامة، وأقلها خمسة عشر يوماً، فلو نوى إقامة ما دونها، فهو مسافر
