Giving interest money to poor people

Question
Assalamualaikum,
I have an unusual question.
Is it permissible to give interest money to a non-Muslim for general assistance?
And what is the ruling for giving to poor Muslim?
What is preferred if at all from the above.

Answer
In the Name of Allah, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
As a general rule, it is not permissible to open an interest-bearing account if one can suffice with an interest free bank account.
Nevertheless, in the event one has accrued interest funds, it is necessary to give it away as charity to the poor who are entitled to receive Zakaat without the intention of receiving reward.[1] It can be given to Muslims and non-Muslims alike, although it is preferable to assist a poor Muslim.[2]
It should be remembered that though the interest money is unlawful for the original recipient, it is clean and permissible for the poor individual to whom it was given as charity.

ويردونه على أربابه إن عرفوهم، وإلا يتصدقوا به؛ لأن سبيل الكسب الخبيث التصدق إذا تعذر الرد

(قوله وصح غيرها) أي وصح دفع غير الزكاة إلى الذمي واجبا كان أو تطوعا كصدقة الفطر والكفارات والمنذور لقوله تعالى {لا ينهاكم الله عن الذين لم يقاتلوكم في الدين} [الممتحنة: 8] الآية، وخصت الزكاة بحديث معاذ، وفيه خلاف أبي يوسف، ولا يرد عليه العشر؛ لأن مصرفه مصرف الزكاة كما قدمناه فلا يدفع إلى ذمي، والصرف في الكل إلى فقراء المسلمين أحب، وقيد بالذمي؛ لأن جميع الصدقات فرضا كانت أو واجبة أوتطوعا لا تجوز للحربي اتفاقا كما في غاية البيان لقوله تعالى {إنما ينهاكم الله عن الذين قاتلوكم في الدين} [الممتحنة: 9] وأطلقه فشمل المستأمن، وقد صرح به في النهاية
